New York City Council Speaker Julie Menin said on September 28 that four AI firms had agreed to testify under oath. Anthropic, OpenAI, Google and Meta will appear at an October 5 hearing.
The council says SpaceXAI did not respond, so it issued a subpoena. If the company does not comply, the council may ask a state court to enforce it.
The council announced planned testimony and proposed laws. The hearing has not happened, and the bills have not become law.
The hearing will examine proposed city rules for AI systems. A September 25 package includes outside validation and a human override that can shut down a system.
One proposal would impose a $25,000 penalty each time validation is missing or falsified. Another would require companies to report covered safety incidents involving city contracts within 24 hours.
The October 5 hearing will show which company representatives appear and what they commit to under oath. Any later changes to the bills will show whether the testimony made a difference.
