Waymo aims to carry Toronto riders in 2028 after manual mapping and supervised tests
Waymo said on October 16 that it aims to carry its first Toronto riders in 2028. Human drivers will first map the city's streets. Trained specialists will then sit behind the wheel during testing. Element Fleet Management will provide fleet services.

This is a company expansion plan, not a driverless service that has already launched. Manual mapping and supervised testing do not show that the system is ready for Toronto passengers.
Waymo still needs to validate its system in Toronto driving conditions. Carrying passengers, rather than mapping streets or running supervised tests, will mark the next step.
