An IBM subsidiary wins a CHIPS research award of up to $1 billion

The U.S. Commerce Department finalized a research award of up to $1 billion for Anderon, a newly formed IBM subsidiary, on September 16. NIST says the CHIPS Act money supports semiconductor research and work toward a quantum semiconductor foundry.

The award funds research and foundry work. It does not mean a foundry is finished.

The award ceiling is not proof that the full amount has been paid. Quantum manufacturing is also distinct from the conventional accelerators serving today's AI models. This announcement does not demonstrate cheaper AI training or a new commercial computing advantage.

Disbursement milestones, a construction schedule, and independently measured chip results would show how far the work has progressed. A working foundry would also need to make chips reliably.
