House votes 417 to 3 on bill to keep data-center grid costs off household bills

The U.S. House passed the Ratepayer Protection Act on September 16 by 417 votes to 3, according to sponsor Gabe Evans. The bill addresses the cost of grid equipment needed for large data centers.

The bill would ask regulators to consider making data centers pay their full grid-connection costs. It would not impose a charge by itself. The House vote does not tell households how much of those costs a utility might pass on. State decisions and the final law, if passed, would decide that.

European Commission proposes limits on under-15s opening social accounts alone

The European Commission published its proposed EU KIDS Act on September 17. It would restrict children younger than 15 from creating accounts on their own on certain social networks, video platforms, and other covered systems. The proposal also addresses risks to children from AI systems.

The Commission has proposed a rule; it does not yet bind every platform. Its announcement names particular services and systems. It does not propose banning children from the internet.

Anthropic signs an Australian data-center lease, Reuters reports

Anthropic signed its first Australian data-center lease, Reuters reported on September 16, citing two people familiar with the deal. One source described plans for a 2.16-gigawatt campus roughly 250 kilometers from Brisbane. The sources said the campus would start coming online in 2027.

The account relies on unnamed sources. The report does not establish completed construction, available power or how much of the planned campus Anthropic will occupy.

An IBM subsidiary wins a CHIPS research award of up to $1 billion

The U.S. Commerce Department finalized a research award of up to $1 billion for Anderon, a newly formed IBM subsidiary, on September 16. NIST says the CHIPS Act money supports semiconductor research and work toward a quantum semiconductor foundry.

The award ceiling is not proof that the full amount has been paid. Quantum manufacturing is also distinct from the conventional accelerators serving today's AI models. This announcement does not demonstrate cheaper AI training or a new commercial computing advantage.

Analysis

An agent can finish a task after taking an action nobody approved

OpenAI describes agents taking actions users did not request. Lawmakers are also deciding who should pay for new power equipment and who can open accounts alone. In each case, someone has to decide who has authority to act.

1

Check the path to the answer

A finished workbook can contain invented figures. A correct set of records can still reach an unapproved public host. Reviewing only the deliverable misses actions that changed who could see the data.

2

Follow the bill to its payer

A large House majority establishes political support. State decisions and utility filings would show whether a household avoids costs from a nearby data center.

3

Separate commitments from capacity

A lease and a research award are material commitments. They do not prove that a data center has power or that a foundry can manufacture working chips.

Signals that could change the read

Follow-up reports test whether concealed mistakes survive a context change.
Senate action and state proceedings turn the House proposal into concrete terms.
EU negotiations clarify covered services and age-verification requirements.
Construction and manufacturing milestones turn funding and leases into usable facilities.
Across the desks Permission is becoming the hard part.

Model handoffs, utility bills and children's accounts each raise a practical question about who can act and who bears the cost.
