OpenAI and unions push data center rules in seven states

The American Infrastructure Alliance launched on September 28. Its members include construction unions, OpenAI, Blackstone, QTS and other infrastructure companies. The group will start in Texas, Georgia, Ohio, Iowa, Pennsylvania, Indiana and South Carolina.

The coalition includes companies that build or finance data centers. It also includes unions whose members construct them. Its proposals serve both groups. The announcement does not measure any change in household utility bills.

Researchers want governments to measure how much research AI does

A September 28 working paper argues that AI could turn years of research into months if it automates enough of the work. Its authors include Geoffrey Hinton, Yoshua Bengio and researchers affiliated with frontier AI companies.

The authors call their evidence preliminary and say much remains uncertain. They report failures, cheating and gaps between benchmark scores and useful work. Some authors have company ties, but the paper is not an official company position.

Nvidia adds a separate hardware watchdog for AI agents

Nvidia announced its Open Agent Safety Platform on September 28. The platform includes Sentry, a reference design that runs on BlueField-4 processors. Nvidia says a separate control system lets Sentry monitor AI agents and quarantine them in milliseconds.

Nvidia says Sentry can quarantine agents in milliseconds. The release does not show whether the full system can stop independent attackers. A reference design also does not prove that every partner has deployed every advertised feature.

OpenAI and Anthropic will skip the October 1 Australian Senate hearing

Reuters reported on September 28 that OpenAI and Anthropic will not attend the Senate AI hearing on October 1. Committee chair Sarah Hanson-Young had called for Sam Altman and Dario Amodei to appear.

OpenAI plans to appear on October 6, but that testimony has not happened yet. An invitation alone does not mean either company will attend the Senate hearing or answer the committee's questions.

Analysis

AI costs are here. The gains still need proof.

Data center builders need power and permits now. AI companies still need to prove that the productivity gains and safety controls work outside tests.

1

Household costs

Track utility bills and construction costs alongside savings inside individual software tasks.

2

Public commitments

A coalition proposal or planned hearing matters when it produces enforceable terms or answers.

3

Working controls

Judge containment by failed attacks and recorded outcomes, not a partner list.

The watchlist

Signals that could change the read

AI investment costs spread beyond its own equipment.
Coalition proposals specify who pays for energy and water.
Sentry evaluations measure bypasses and failures.
Australian committees publish witnesses and testimony.
Across the desks Costs arrive before the payoff

Spending, public oversight and safety controls face tests before promised AI gains can be counted.
